PROVISORY: ci: cdrouter: disable automatic testing using VLANs due to switch issues

Seems like the update to the latest ATH 12.4.0 CS breaks VLANs on the
LAN switch, so until that is fixed, lets disable the automatic testing
using VLANs and make them manual.
