PROVISORY: ci: lcm: run /lcm ext4 filesystem check only on OSPv1

Browse Source 
We currently have /lcm with ext4 available on OSPv1, so lets move the
current ext4 /lcm platform test into 025-lcm-platform.t file and skip
the /lcm ext4 filesystem check on other boards then OSPv1.
