Revert "PROVISORY: cram: move 102-pwhm-usp.t after 103-apmld.t"

Revert this commit and reorganize tests to properly resolve conflicts
between pwhm and prplMesh.

In the next commit we should move the different  usp test steps to the
correct locations.

This reverts commit 3b91d691da.
