cram: 50-cellular-offline.t : Fix InternalName failure in 50-cellular-offline.t with prioritizing cellular-trusted-elements.t cram

-  Prioritize cellular-trusted-elements.t cram run to fix internal name verification failure. This ensures cellular-trusted-elements.t executes before 50-cellular-offline.t so that SIMReferenceList and Trusted Elements are configured early. This enables proper internal name resolution required for FEAT-9, where the cellular interface is unavailable until these prerequisites are met.

- Removed unnecessary skip for the test `cellular-trusted-elements.t` on test-bed-02 since it is not impacted by PCF-2585
