profiles: secure_boot_emmc: add uboot-tools package

Add uboot-tools to secure_boot_emmc to install preload_check_sign on the
target. preload_check_sign from U-Boot tools is used to authenticate FIT
images signed with a preload by get_fit_version.sh.
