profiles: prpl: add tr069-discovery (FEAT-134)

* Add support of DHCP provisioning via DHCPv4 option 125 and DHCPv6 option 17.
* Add disabling of DHCP provisioning when the ACS URL is changed by the user to non-empty value.
* Add enabling of DHCP provisioning when the ACS URL is changed by the user to empty value.
* Add support of restoring the DHCP-provisioned configuration if a CWMP session is not established within DHCPReDiscoveryInterval.
* Add support of setting preffered IP version at ManagementServer.InternalSettings.ACSAddrFamily and ManagementServer.InternalSettings.PreferredIPVersion depending on the DHCP version from which the configuration was obtained.
