profiles: prpl: tr181-captiveportal: update root directory for captive portal UI

Problem:

Captive portal UI was not located at the correct web server
root dir.

Cause:

Due to wrong root directory opennds was not able to fetch captive
portal UI.

Solution:
After updating the root directory for captive portal UI, opennds is now
able to get captive portal UI as expected.
Build and verified opennds to be working.
