PROVISORY: ci: cdrouter: remove usp_conformance_1_20 test from CDRouter-USP-prpl package

usp_conformance_1_20 has a known issue in test implementation, caused by
an erroneous change to the USP Spec.  So until its fixed, lets remove
the test.
