ci: cdrouter: create prplos-certification from generic-ipv6 test

We need to create a new configuration for prplOS Certification testing,
so lets start from generic-ipv6 config, so the CDRouter configuration
changes needed for prplOS Certification tests are visible in the next
Git commit (diff).
