Some ubus datamodel are specific to devices with cellular support. Move
these element to the specific ubus datamodel test to fix the generic test
from failing.

Adding cram test cases for cellular-manager.
Also increasing cram test execution timeout to 74 minutes (+2 minutes)
to execute all tests completly and collect the logs and avoid test
execution timeout. Currently test execution timeout is reached and fails
to collect logs from DUT.
Runtime evidence from MR !2468 pipeline 2520044849:
- job 14345308779, run test MXL25641-HDK-6 with system on eMMC
- job 14342893182, run test Freedom initramfs
Both junit/xUnit artifacts reported the new cellular-manager tests as
passed on testbed-01 before later unrelated target-specific cram
failures.

Arcadyan Mozart doesn't support Cellular hence the Datamodel Cellular
test should be skipped as a different datamodel will be produced.

Split and move obuspa and ubus-datamodel Cellular entry to dedicated
test. This is needed as some Device might not support Cellular and will
have a different datamodel.
