This reverts commit 2ba528d340, restoring
the PROVISORY workaround that moves 102-pwhm-usp.t after 103-apmld.t.

The reorganization merged via MR 2395 (PPW-1606) introduced a
regression in MxL CRAM that surfaced after merge in many pWHM MRs.
Until a proper fix is in place the provisory ordering is reinstated
to unblock the integration pipeline.
