profiles: qca_ipq95xx: update QCA BSP to ATH13.1ED 
Update the QCOM BSP to ATH13.1ED for qca_ipq95xx profile.

Known issues:
Ethernet LAN ports do not work.
Multi-AP Wi-Fi connection fails.

Ethernet WAN port is functional.
